Senate Bill 29 General Notification

Ohio Senate Bill 29 (SB29) affirms and in some instances introduces changes to how schools including Great Oaks Career Campuses manage, protect and monitor student data. 

Please be aware that Great Oaks, either directly or through a technology provider, is electing to generally monitor all school-issued devices (as that term is defined by R.C. 3319.325). The monitoring will include cyber security tools and web-browsing on school-issued devices while on campus. Additionally, web-browsing is also generally monitored on campus as a necessary precaution for preventing and/or responding to threats to life or safety.

It is important to note that school districts and technology providers cannot electronically access or monitor location-tracking features, audio or visual features, or student interactions with school-issued devices, except under specific circumstances provided for in SB29. 

These circumstances allow districts to access or monitor location-tracking features, audio or visual features, or student interactions with school-issued devices: 

  • Noncommercial education instruction, technical support, and exam-proctoring
  • A judicial warrant is issued
  • The device is reported missing
  • Activity is deemed necessary to prevent or respond to a threat to life or safety
  • The activity is necessary to comply with federal or state law
  • The activity is necessary to participate in federal or state funding programs 

Great Oaks will notify you within 72 hours if an exception to one of the above circumstances occurs, absent a threat to life/safety.

Annually, by August 1 of each year starting in 2025, Great Oaks will notify parents and students of “any curriculum, testing, or assessment technology provider contract affecting a student’s education records.”
